The following is the full text of a letter sent to Kaieteur News Editor, Mr Adam Harris, by mobster Attorney-General and Minister of Legal Affairs, Mr Anil Nandlall, through his attorney yesterday, demanding that he either retracts the damning accusations and apologise for making them in the first instance, or stand ready to face legal proceedings.
Re: Proposed legal proceedings
I act on behalf of Mr. Mohabir Anil Nandlall, Attorney-General and Minister of Legal Affairs and Member of Parliament.
I am instructed that on Friday, the 28th day of February, 2014, the Kaieteur News column titled, ‘Dem boys seh’ bore the caption ‘Tax dollars going to Sleep-In’. The article, inter alia, refers to an event of the Ministry of Legal Affairs, ‘Publication of the Revised Laws of Guyana (2014)’ hosted at SleepIn International Hotel, Brickdam, Georgetown. The article further refers to the friendship between my client and the other owner of that establishment, and alleges that taxpayers’ dollars is [sic] being improperly used to fund that event.
I am instructed that as a result thereof, the Permanent Secretary of the Ministry of Legal Affairs wrote to you, explaining in very clear language, that the decision to host the event at that establishment was exclusively hers, and that that decision was motivated by the singular consideration that the facility was offered to the Ministry of Legal Affairs for that event, free of cost. You published the said letter in the edition of Saturday, 1st March, 2014.
Notwithstanding the publication of that letter, and inspired, presumably, by malice, you published another article in the said ‘Dem boys seh’ column, bearing the bold caption, ‘Ah Kneel deh pun a hustle’, in the Sunday, March 2, 2014, edition of the Kaieteur News, again, clearly referring to my client. In the said article, the libel published is of greater elaboration and gravity.
Both of these articles used words, which, in their natural and ordinary meaning, meant, and were understood to mean, that my client:
1. dishonestly and intentionally used taxpayers’ dollars;
2. instructed the Permanent Secretary to lie as a cover up;
3. is corrupt;
4. stole and is stealing taxpayers’ dollars;
5. has committed a criminal offence or several criminal offences; and
6. is unfit to hold the office of Attorney General and Minister of Legal Affairs and a seat as a Member of Parliament;
Please be informed the aforesaid publications are indisputably libellous, and have caused my client great public ridicule, odium, contempt, embarrassment, humiliation, both locally and internationally, and have caused disparage to the offices of Attorney-General, Minister of Legal Affairs and Member of Parliament, which he holds.
In the circumstances, I am instructed to demand, as I hereby do, that you publish a retraction of the libellous statements of and concerning my client, along with an unreserved apology, giving same equal or greater prominence than that enjoyed by the libellous statements within 24 (twenty-four) hours from the date hereof. If you fail to do so, I have instructions to institute legal proceedings against you and the publisher of the Kaieteur News.
I hope that good sense prevails.

In what has been described a total embarrassment to the Guyana Police Force, thieves targeted the headquarters of the most high profile police division at Brickdam for two nights in a row, carting off hundreds of thousands of dollars in items.
The first attack occurred on Tuesday night when the thieves raided the Court Superintendent Office, helping themselves to a desktop computer.
Investigators are still checking to see if any of the files concerning court cases were stolen during the raid.

Why security matters
The increasing importance of information and communication has brought with it another phenomenon: the rise of a surveillance society. You can think of surveillance as an attempt by the powerful to maintain their dominance by asserting control over communication.
Nation states have responded to new communications technology by pursuing an infrastructure that can easily be re-purposed for total social control. Unlike earlier communication eras, the nature of current technology requires that our information is either secure in a way that frustrates governments, or is totally insecure in a way that makes possible the widespread and detailed monitoring of an entire populous.
Corporations have discovered that the gathering and analysis of massive amounts of personal data is necessary if they want to remain competitive in an information-rich world. In particular, nearly all advertising is shifting toward surveillance-based tracking of our personal behavior.
In this context, secure communication has become vitally important.
When people start to learn about the rise in surveillance they start to feel overwhelmed. Some decide that it is impossible to be secure, so they resign themselves to live under perpetual surveillance or to forsake all forms of digital communication. At Riseup, we believe there is a third way: our goal is to make a high degree of security easy and accessible for everyone.
Much of the fight against surveillance takes place through the legal system and we applaud those who work in this arena. In contrast, Riseup’s focus is on technology. When laws are unjust, we believe that a new technical reality is necessary in order to alter the legal and political possibilities.
In response to the invitation to contribute to the Commission of Inquiry into the death of Dr. Walter Rodney, and after studying the Terms of Reference, the GHRA has written the Administrator of the COI indicating its unwillingness to associate itself with the work of the Commission.
The reasons for this decision were communicated in the attached Statement.
“The Guyana Human Rights Association (GHRA) is of the view that the proposed Commission of Inquiry (COI) into the death of Dr. Walter Rodney has greater potential for reviving rather than healing ethnic division in Guyana.
Should this indeed be the outcome, it would be a travesty of Dr. Rodney’s major contribution to Guyana. Moreover, failure to consult the Working Peoples’ Alliance, Dr. Rodney’s party, on what may be perceived as opportunistic terms of reference for the COI, robs the initiative of credibility.
Numerous calls have been made over the past three decades for a COI into the circumstances of the death of Dr. Walter Rodney. The closest this long-demanded Commission came to realization occurred in 1995 when the PPP Government invited a team appointed by the International Commission of Jurists to assess the evidence available for holding such an enquiry. The idea of the Commission foundered on the inability to go forward with extradition proceedings of the main suspect Gregory Smith (now deceased) from Cayenne, because Guyana could not meet the assurance required by France, that the death penalty would not be invoked against him. Further efforts to mount an inquiry generated much acrimony and were resisted by the Government, the most persistent being in 2008 following a much-publicized picket of the Government by Dr. Rodney’s son Shaka Rodney. This effort failure due to an unprecedented parliamentary manoeuvre in which the PPP abstained from voting on its own motion to mount an inquiry.
The rationale for the proposed Commission is puzzling: while its Terms of Reference (ToR) numbers (i) to (iii) suggest it is a criminal investigation, the last paragraph specifically rules out any criminal charges resulting from it. The COI states that all persons who may be found guilty of any kind of act related to Dr. Rodney’s death are to be granted ‘an absolute pardon’.
The alternative rationale is that the COI is intended to strengthen a process of ethnic healing between the major races in Guyana. However, this possibility is ruled out by number (iv) of the ToR which is provocative. That clause requires the COI to investigate the extent to which the many quasi-political military organizations existing in Guyana at the time of Rodney’s death, were tasked with surveillance against the ‘political opposition’, rather than against the WPA. In this respect, the clause provides an opportunity for inserting the ruling PPP into events in which it was marginal at the time and for generating a stream of horror stories from that era into the work of the Commission, with rich potential for stirring up Indo-Guyanese resentment against the PNC. Coming at a time of much speculation over general and regional elections, the proposed COI could be read as the worst form of electioneering
Apart from the timing in relation to the larger Guyanese political context, the general history of peace and reconciliation initiatives has demonstrated that they are really only effective after the particular conflict they are addressing has been brought to some form of resolution (for example, Bosnia, South Africa, Argentina after the colonels etc). In the Guyana context, it would be premature to suggest that ethnic reconciliation has been sufficiently established as to justify the COI in these terms.
Moreover, at the present time, a more appropriate priority would be an impartial investigation into the numerous extra-judicial killings of young men during the mid-2000s in circumstances which suggested involvement of the State.
The reluctance of the GHRA to involve itself in the current enquiry comes against a background of the Association having worked assiduously in previous decades to have an Inquiry come into being.
Dr. Rodney’s unique contribution to Guyana was the momentum he generated across the society to challenge the ethnic nature of Guyanese politics. The perpetrators of his death correctly calculated that it would ensure the survival and continuance of a system sustained by ethnic insecurity.
Reluctantly, the GHRA feels compelled to conclude that the proposed initiative has more to do with prolonging the ethnic dimension of Guyanese politics, than laying to rest controversy over who was responsible for Walter Rodney’s death.”
Stabroek News: A total of 24 murders were recorded at the end of February 2014 in comparison to 20 murders for the same period in 2013, a 20% increase. The police said that of the 24 murders at the end of February 2014, 4 were of the disorderly type, 5 were committed during armed robberies, and 3 were domestic related, while the other 12 are so far undetermined.
At the end of February 2014 robbery under arms overall has risen by 42%, with 206 reports compared to 145 for the same period in 2013.
