Why I am boycotting the Walter Rodney Commission of Inquiry by Freddie Kissoon

Everything about the evolution and shape of the Walter Rodney Commission is wrong. The human rights community, the anti-dictatorship society, the independent media, independent commentators, trade unions and the opposition parties will be disappointed. As for the opposition parties, they can clearly see what is coming.
The PNC has to be crazy to participate. The inquiry will turn out to be an inquisition against the PNC. If critical minds like David Granger (he is a bright academic) cannot see what the intentions were behind the shape from the beginning, then he opens for questioning his leadership qualities.
Before APNU or the PNC decides on giving evidence, I will urge the PNC leader to consult far and wide. The list includes past stalwarts like Haslyn Parris and people like Aubrey Norton, Vincent Alexander etc.
First, the Guyana Government consulted the Rodney family only. This was suspect from the beginning. A commission into the death of a national hero should not be determined only by what the family wants. Rodney was a national figure who belonged to a national movement.
Just as the ANC was consulted on the affairs of Mandela, the Government should have dialogued with the WPA on the nature of the commission. It did not.
It was stated by the Government in the press that the Rodney family objected to the WPA being consulted. The family has not denied this to date. If so, the family was unreasonable and unfair. Rodney was great, but the WPA made him greater.
Too many WPA personnel sacrificed so much for Walter and gave so much to Walter, for the Rodney family to think that because they are Walter’s family, the WPA should not have been asked for its input.
The Rodney family was wrong to have taken that course. This columnist knows of the many mistakes the WPA has made since the PPP came to power that would have exasperated the Rodney family, but that does not mean that the family should refuse to see the bigger picture.
The WPA takes the high ground on many occasions forgetting that many of its personnel have been, and are in bed with the PPP. I recall on one occasion on Walter’s death anniversary, I took the microphone to protest the continued invitation of Sam Hinds to the yearly event, only to be denounced on the platform, with Vanda Radzik reserving her wrath for me.
The speaker after me (not a WPA member) denounced me and praised Jagdeo as a democrat to loud applause.
No one supported my position, only Mark Benschop, who did so publicly and for which I will always thank him. WPA high-ranking member, Stanley Humphrey of Linden, months after met me at a TUC symposium and with a smile as broad as the three great rivers of Guyana said, “Freddie, I agree with wuh yuh said about Sam Hinds.” I turned to him and said, “But Stanley I did not see or hear you clapping me.”
The two main organizers of the yearly Walter Rodney anniversary are Vanda Radzik and Jocelyn Dow.
At the time of writing, I don’t know if they still retain their contracts with the Office of the President as consultants to the LCDS. Both traveled with President Jagdeo in that capacity to Copenhagen in 2010.
The late David de Caires once told me that the best column I have ever written for his newspaper was the one on strange bedfellows in Guyanese politics ( see my article in the Stabroek News of Sunday, August 11, 1991, “All ahwe is one family or the new game of sucking up to both sides.”)
The second evolutionary fault in the birth of the commission was the nature of the Terms of Reference. It includes the intelligence operations of the Burnham presidency. That is madness and it is equal madness for the PNC to accept that propagandistic vulgarity of the commission’s work.
What will happen is that PPP officials will testify on the type of intelligence work against the opposition the Burnham presidency did in the seventies and eighties.
The PPP will coerce former PNC officials who are now indebted to them (notably the rich man with the African first and last names) to go to the hearing and testify to the so-called horrible things the Burnham presidency did to the people of Guyana, including the PPP and WPA.
The PPP will then show the world what a horrible government the PNC administration was and will tell its supporters that these are the people the WPA has joined with. Missing will be the most horrific things the PPP Government has done to this nation that make Mr. Burnham look like Mother Teresa.
In case you didn’t know, I was a critic of Burnham and he never tried to kill me.I almost lost my life three times since the PPP came to power. Maybe I have more lives than a cat.

Haiti: Collateral Alibis – NGO Watch 1

Last year I was alerted to the website Turning World @Turning_world by some friends here in Haiti. The site is run by photojournalist Brad Workman who has an ongoing photo documentary project in Haiti. We took issue with the language, his profitmaking approach, and the fact that there is no acknowledgement let alone giving back to those whose lives he invades under the guise of social documentary. I wrote a post on this that asked the question: Photo Journalism or Poverty Porn?

In a similar vein, many of us are now questioning the website content of the Foundation for International Development Assistance – Productive Cooperatives Haiti (FIDA-PCH), a Canadian NGO operating in Haiti which purports to have set up a number of agricultural cooperatives and literacy projects in rural areas. Below are a set of photographs  and text , defining what they, the colonial missionaries, imagine it means to be Haitian.

There are different ways to tell a story without invading peoples’ lives and assaulting their dignity. The photos chosen by Haiti’s Camp Acra residents on their blog should be a lesson on how Haitians see themselves – see here and here. In the 1805 Constitution written by the first President of the Black Republic, victorious revolutionary Jean-Jacques Dessalines (also called JanJak Desalin), declared that to be Haitian is to be Black (Article 14). In other words, being Haitian and being African are one and the same –inseparable. The Constitutions also states freedom of worship and no religion shall dominate.

With this in mind, consider the Western colonial narrative that writes Haiti as “the poorest nation in the Western Hemisphere” composed of suffering, dysfunctional victims, both pathetic and resilient at the same time, lacking autonomy, waiting desperately for “white saviors” to arrive. And so they arrive, with the bible in one hand and stale bread in the other, to live like masters on the plantation in charge of childlike natives whose savage proclivities must be held in check. In their heads, like all previous colonizers, they need justification that goes beyond the practical. In the case of FIDA-PCH, this justification can be found in their photos and text.

This is important as in order for colonialism to function—and let’s be clear, FIDA-PCH and others like them are colonizers—its targets have to be written as passive, incapable, simple and in need of salvation. This pathologizing is necessary to recruit funds and gain acceptance in the home countries of the NGOs and missions. It is also necessary to create this narrative within Haiti to enable domination and recruitment into these fundamentalists groups.

FIDA-PCH and those like them come to Haiti and view the Haitian culture as inferior, and the Haitians as uncivilized. They assume Haitians need to be taught farming and the Western way of life, which of course is not supposed to include Vodou or any African religion that survived the Middle Passage. The country which is the most African of all the Diaspora is, in one slash of the white supremacist machete, disconnected from her ancestral roots. Haiti is presented in the most insidious racist terms, as inherently barbaric, and Haitians as inherently hateful of each other.

Like most NGOs and missionaries, FIDA-PCH’s presentation has no understanding that KREYÒL along with Vodou are the Poto Mitan* (Center Post) of Haitian culture – the latter a permanent historical presence whether practiced or not. The devaluation of Vodou throughout Haiti’s history is the one constant that can be found amongst the vast majority of foreign NGOs, missions and western media that shapes the views of the many who come to “help” Haiti.

Nonetheless, it is important to note that despite all the foreign interventions, the Poto Mitan has never been colonized!  Instead of Haiti written as victims who hate sections of the population such as LGBTIQ people, Vodou writes Haiti as a continuing revolution and one where the core principle is an assumption that I am a living being and it is here that my merit lies.

There is so much violence and destructiveness in the FIDA-PCH text, photos and the actions that must stem from this mindset, and contrary to what they state, it is this which leads to the breakdown of traditions and causes much friction between groups. FIDA-PCH believes that Haitians, and therefore Black people, Africans, have no sense of community or agency.

Colonialism, imperialism, the ongoing exploitation and genocidal legacy of AmerEuropeans is dismissed. The enslaved and exploited are the ones judged and blamed. But the truth lies elsewhere. At the beginning of the revolution in 1791, the enslaved peoples of Haiti were united in purpose, language and belief systems; overthrowing plantation slavery could not have happened otherwise.

The text accompanying the photo below is particularly vile.

FIDA-PCH: “She was born into a culture yet to wash its self-esteem of the stains of slavery.”

NO: Haiti “washed” itself clean of the “stains of slavery” when Dessalines led an army of formerly enslaved Africans and beat back the British, French and Spanish to form the first Black Republic – a communal act of courage and bravery referred to as “the first great social revolution in the hemisphere.”

FIDA-PCH: “She remembers that her own tribal chief sold her family into slavery.”

NO: She remember that YOUR ANCESTORS sold her into slavery, transported her chained hand and foot in the bowels of hell, and then proceeded to torture, rape and use her as a beast of burden and dog bait!

In the above photo, the text claims “he [the Haitian] is acted upon. He turns passive. He resigns. Responsibility seems to him to belong to everybody else.” This is the exact scenario of power and control being created by NGOs, particularly those with Christian agendas and evangelical missions that seek to erase Haitian culture and demonize Vodou. These attacks   have been on the increase since 2003 when President Aristide decreed Vodou as a national religion and “an essential part of national identity.

The first proverb misrepresented on the FIDA-PCH website states, Depi nan Ginen neg pa vle we neg, which they translate as “Back in Guinee and ever since, Africans have no use for Africans.”

The correct spelling is: Depi nan Ginen nèg pa vle wè. It is clear they simply do not understand that the essence of a proverb is in its coded meaning. But we cannot simply dismiss this as an error. We must look at the intent, which is so twisted with toxic consequences. What we see is the inability to imagine that Africans/Haitians use language to express satire, irony, double meanings and a philosophical worldview and existential condition.

The correct translation is: Since Ginen, people don’t want to see people: Since coming from Guinea, the spiritual and ancestral homeland, people don’t want to see people. “Nèg” definitely does NOT stand for Africans; the Kreyol word for African is “Afriken.” The translation of “having no use” is invalid, as wè is to see. “People” and its literal meaning is “Negro,” but in Haiti “Negro” is also used for people that don’t have African ancestry. There is also ti nèg: ti means little and refers to a common person, for example a laborer or peasant;  and gwo nèg, which refers to a rich and influential member of society or a person from the elite class. Not connected to ancestry or ethnicity.

One has to understand that after Haiti’s revolution, Dessalines said that there were only two types of people: blacks, which included all people of non-African ancestry that sided with the freedom fighters against oppression and slavery, and whites, which were all those on the opposing end. This meant, for example, that Polish settlers in Haiti who defected from the colonial troops to side with Dessalines and stay in Haiti were considered as blacks. In so doing, Dessalines made all Haitians equal, and therefore of the three revolutions of the time—French, US and Haitian—Haiti was the only country to live up to the ideal of equality and of freedom. Black for Dessalines was less a racial identifier and more about consciousness and a conscious awareness of justice against the global white supremacist structure of oppression.

The second proverb FIDA-PCH misrepresents is Abitan pa janm konnen, which they translate as, “He pretends he knows nothing even when he knows.” They interpret this revisionist lie as, “a fitting statement of Haiti’s scarred history.” Again agency is removed, history is erased, identity is rendered invisible, and we are presented with a cowering Haitian hiding from their words, life, community.

The correct translation is: The peasants never know. The meaning of which is: the opinion of the poor, the common people, is never sought nor consulted. This is in stark contrast to the meaning given on the website. FIDA-PCH’s Haiti is one full of mistrust, slavish dependency and self-hate whilst they present themselves as the savior in bringing to Haiti a cooperative environment where Haitians are TAUGHT to share and work together.

FIDA-PCH completely undermines indigenous social systems such as the concept of community, helping and trusting others and family in the Lakou system of shared agricultural and living compounds, and the Konbit, a get-together in which everyone donates their labor to help accomplish a common goal for community improvement, or to help out an individual. There are many Haitian proverbs that stress community and mutual help. The often cited Men anpil chaj pa lou, Many hands lighten the load, means things are easier to accomplish when a group works together. So here again you have a proverb that is in stark contrast to the reframing of Haitian cultural identity given on the FIDA-PCH website.

NGOs, missions and assorted visitors have had free reign in Haiti for too long. There are no visa requirements and no questions asked, no accountability to the public. Their profits are hidden and they can make whatever spurious claims about projects they run, the people they work with or have met. Agricultural projects in particular have a habit of making claims that do not exist in reality. Often they operate using questionable labour practices, in addition to forcing workers and their families to abandon their indigenous belief systems for Christianity in return for food and shelter. This culture of entitlement and ownership of Haiti’s future became entrenched following the January 2010 earthquake when NGOs and so-called humanitarian organisations felt they were beyond accountability, and fundamentalist attacks on the Haitian identity by evangelicals from the United States escalated.

Haiti, Africa and other parts of the African Diaspora are under attack from self-appointed white saviors and religious fundamentalists. The miracle is that the Haitian people have been able to survive at all. The voices of Haitians are no more than what filmmaker Raoul Peck describes in his film “Fatal Assistance” as “collateral alibis.” The outcome of 500 years of the EuroAmerican cultural tradition is one of genocide of indigenous peoples and the genocide of our minds.

We reject this in all its entirety and demand it STOP NOW!

We demand that all the photos and text on the FIDA website are removed and the proverbs replaced with the correct translations.

even jagdeo’s billionaire nephew in law robert persaud hates queen mccoy and regularly makes it known but he has bigger ambitions.

mccoy has been displaced from jagdeo’s side by bobbie ramroop and is trying desperately to prove he can still be of value.
he is part of a group that cooked up fake opposition poll and planted the story in the guyana chronicle and time.

ramotar fired and demoted a few low level minions but it looks as if his goose is cooked. he was never in charge and will never be in charge. bharrat jagdeo plucked ramotar out of the wilderness and made him ppp crime family presidential candidate.

ramotar in trying to prove he is boss sent gordon packing from NCN to the chronic and promoted the rapist neaz subhan.

ramotar sidelined a boy rapist in mccoy but promotes a rapist in subhan. his last known victim was a 16 year old work study student in his charge. he drugged her and had his way with her.

queen mccoy will be back in the spotlight as we roll into national elections and the jagged faction reasserts total control of the family.

this action stems from the donald ramotar/bharrat jagdeo government refusal to consult with the opposition majority parliament over budget preparations.

ppp crime family inc has been testing the waters for a new elections since loosing the parliamentary majority in 2011.

a source in freedom house says jagdeo, rohee and the gang feels that east indians and amerindians have been sufficiently terrorised and will return the parliament to the family.

Joyce Lewis, 75, a retired city of Georgetown employee was raped, robbed and murdered.

Mrs Lewis body was discovered yesterday morning by relatives in her Lot 3630 Christiani Street, North Ruimveldt home.

Violent crimes and murders in Guyana are on a record pace for 2014. The response so far from the corrupt government, ministry of home affairs and police has been silence.

MP Desmond Trotman during the 2012 budget debates said “you should get out of your ivory tower and go on the streets. You will be surprised when you hear what people are saying. You will hear them saying to the majority that in the PPPC we have a criminal cabal and dictatorship to dismantle and dismantle it we must”.

A few days after that statement, Clement Rohee wrote Trotman stating he asked the Guyana Police Force to investigate whether the PPP has a “criminal cabal”. Rohee said if Trotman failed to go to a police station to provide evidence, he would have the Police Commissioner dispatch ranks to interrogate Trotman.

Cashier vanishes in $300M GRA fraud probe

A key employee implicated in a multi-million-dollar fraud conspiracy at the Guyana Revenue Authority (GRA) has vanished.
GRA sources yesterday said the staffer was initially questioned when the fraud was discovered on Tuesday. However, the employee disappeared shortly after and police have found no trace. A senior GRA staff has since said that the employee is believed to have fled the country. in $300M GRA fraud

Guyana Police further victimizing citizen who exposed their corruption

Dear Sir:
After being a victim of police harassment, I am now faced with the after effects of exposing such behaviour. The Police are well known to strike back with a method that has been employed and practiced and known as victimization.

Victimization has long been adopted by the Guyana Police Force (GPF) and exercised against those that seek to highlight bad experiences with the police.

Numerous citizens suffer from this atrocious act daily while those in authority seem unconcerned and condone this kind of behaviour. Also, citizens find it difficult to rely on those offices that are responsible to protect them, and are left to endure this distasteful practice.

Action must be leveled against this type of behaviour by our officers in the GPF who vehemently abuse their authority for their own satisfaction and vindictiveness. Citizens have become vulnerable to victimization since we are trapped under an abused system.

Citizens are likely to be subjected to repeated victimization if this is not treated as a crime and dealt with accordingly. Unless our system has the means and provision to ensure this act is eradicated, citizens will remain fearful of their own safety from those who took the oath to protect and serve.

Consistently, there has always been a low level of public satisfaction with the police. With continuous harassment and victimization emanating from the force, citizens will continue to hold a bad perception of the Force, unless steps are taken in the direction to correct same.

No doubt there are many genuinely suitable and good officers in the GPF, but there are also some square pegs in round holes.

Only recently I have fallen victim to harassment and victimization by the police and it’s my hope that those in authority will recognize the plight we suffer as citizens and take steps to correct same, lest the citizens of this land lose all confidence in the GPF.

RK’s Security sees layoffs coming from higher wage bill – Roshan Khan says he’s not against a new minimum wage but requires higher service charges

IMPLEMENTATION of the new minimum wage will lead to several security guards at RK’s Guyana Security Services losing their jobs, Chief Executive Officer and Founder, Mr. Roshan Khan said yesterday.

The government which is the main customer also will consequently lose RK’s security services unless it helps the company to cushion higher wage costs associated with the new minimum wage.

During a media conference yesterday, Khan said the company was facing an economic crisis, particularly since most of its contracts were associated with government locations and since government has not yet indicated how it will help the company to stay afloat with the higher wage bill for its services.

He said the new minimum wage had created a very grave situation for security services generally, particularly those serving government agencies.
“At the start of the year we were contracted by government and a certain sum was approved for us. Then government raises the minimum wage suddenly on us, how will we be able to accommodate that increased cost of operations?” he asked.
He charged that government has, to date, not yet addressed this matter of increased costs to be borne by the company. The new minimum wage took effect from July 1 last.

Speaking about the impending layoffs, he said: “I have to terminate the services of workers because it would be economically nonsensical for me as a businessman to continue working for the rates which existed prior to the new minimum wages.”
He said: “Even if the government gives us an additional $60 an hour it would not be adequate because there is overtime to be catered for, the National Insurance Scheme (NIS) ceiling goes up. When you raise the guard’s minimum wage the supervisors and the managers also looking out for something more on their salaries.”

SEEKING INCREASES OF 50 to 60%
Khan said his company will have to receive increases of 50 to 60% more than it currently receives in order to pay the new minimum wages and remain afloat.

He said that he had written to government officials letters terminating the security services at several government locations with effect from July 15th.

He said that another 40 RK staffers are likely to be laid off within seven days after that.

“We have to give up the contracts since government has not yet agreed to give us the requisite increase to help keep us afloat.”

The private customers will also feel the squeeze.
“Since the increased wages many of them cannot afford our consequential increased charges. They are trying to negotiate the increase, to give us something now, something later but we are looking at a situation which can result in a very serious loss to the company taking it even to the point of bankruptcy.”

Also present at the media briefing was a senior member of another security service, GEB, which Khan said was also adversely affected by the current state of affairs.

Layoffs for similar reasons are likely to occur in other security firms as well, Khan said.

He said that he was not against a new minimum wage but hoped that the government will move to resolve the current problem before the layoffs and other negative consequences take effect.

Labour Minister, Dr Nanda Gopaul announced the new minimum wage in May last, disclosing that more than 31,000 persons in Guyana will benefit from the $35,000 minimum wage standard slated to take effect from July 1.
He disclosed that employers who pay their staff below the national minimum wage will be prosecuted and if found guilty, would pay a fine of $35,000 for the first offence. The second offence will result in a fine of $75,000 and one month in jail.
The local private sector organisation, the Private Sector Commission, recently said that while it welcomed the new wages, given the implications for businesses, it wanted to request more time beyond the July 1 implementation deadline.
